Have you tried to reinstall GPU drivers and programs with DDU and have you notice anything different if you do? 

Do you have any overlay programs going on ( Discord, Origin, Afterburner) if yes turn them off. 

It's worth to try is make a new Admin Windows account and see if there anything on that profile that is not working as it should.

Just tried all that now @EA_Atic  and for a moment made things worse but then they settled down but it seems like it hasn't made a different at all 

Still getting mediocre performance

Hey @TheRebel112  okay let see there a few more ideas have you tried a clean boot and are you playing with windowed borderless and do you use vsync?

Last question what Direct X are you using to play?
