Check your video settings and reduce the Texture streaming budget to 2GB

Okay something you can tweak to lower the settings:
Open Nvidia control panel and go to 3D settings.
then in global settings turn ambient occlusion to performance.
Now go to the Program setting tab.
Find or add the progam Apex legends, it should look like this:
Apply settings like so, you may not have all these settings:
In game options:
and the rest off.
Be sure to reduce your resolution from the native resolution.
If you have 1920x1080 try 1280 720 for example.

Just wanted to do a check list makesure your not just turning everything off without knowing what improves performance.

I dont know why the brightness of the monitor would be affected.
Maybe switch between full screen and boardered?

My screen brightness also changes with resolution or FPS settings, such a weird game, lol.
But for me, geforce experience has been causing big frame drops in many games, so I uninstalled it and can easily lock to between 100-120 FPS in games like fortnite or overwatch.
In this game I had to lock at half my monitors refresh (72FPS) in order to stop the constant frame drops.
