BF4 Unlocked Layers are Missing in BF1 Companion Emblem Editor

Summarize your bug Layers are missing in BF1 Companion Emblem Editor that should be there. I have unlocked layers in BF4, and with the transition to BF1, some did not get transferred/unlocked. I assumed everyone had this issue until recently I noticed that someone else was able to use a layer I cannot use at all! This is a clear issue with my and possibly hundreds of accounts in Companion that are not given access to layers they should have access to. It is not so easy to detect, but I've counted 15 layers I have in Battlelog that are missing in BF1 Companion Editor. See that I have unlocked and have access to the layer "FleurDeLis" in Battlefield 4 battlelog. See also, that other people have access to the layer "FleurDeLis" in Battlefield 1 and have created an emblem that shares the layer: https://emblem.battlefield.com/8NuLGhZiqN https://i.imgur.com/5FvpfAp.png However, on my Battlefield 1 account, the layer is not accessible and is removed when I attempted to edit the emblem: https://i.imgur.com/tPcWt83.png After looking into it, layers that I have never unlocked in Battlelog have been unlocked in BF1 see here: https://i.imgur.com/XIUgJXu.png This is very odd. So I am guessing that somehow the identity of the layers have been switched and mixed up somehow?
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? I would like people to look at there accounts to see if they have the same issue, I am guessing if you have unlocked layers in Battlefield 4 or maybe hardline, and transfered your account to Battlefield 1 you should find that not all layers are not transferred over. However as I've shown, other people have the layers I am missing, so it might not be predictable which layers are missing and why.
What happens when the bug occurs? Layers that should be unlocked from Battlefield 4, are not given to me in BF1. I know it should be given as I've shown proof that other people have access to it, and I've shown proof I've unlocked them in BF4.

This is very odd, however I am unaware if layers are unlockable in BF1 now or something.

I hope this can help give a hint as to how this issue occurs, so hopefully it can be fixed and give all my layers back.

I've never looked that close into the Emblem customization to be honest.

But yea, that seems to be a weird mix between BF4 and BF1 stuff. Even if you have Premium for both.
It might be a difficult issue happening there between the old Battlelog system and the new Companion App.

Is anyone else able to take a look at their layers to see if any are missing? I would like to know how many others have this issue.
