I had the same problem.
I did as one told me here in this topic,
I right clicked on the "Apex Legends" in origin, Game Properties, Advanced Launch Options , and changed it to "Polski"
I don't understand polski, but when i did that, it started to Update , and download stuff i didn't in "English"
and afterwards i chould start the game.
I closed the game afterwards and put the Language back to English !
This was the only thing that worked.

According to what I understood by the dev tweet it would seems that this issue is related more to the Phenom and the Xeon models, all other types of processors should work fine with the game.
I hope EA will put its hands on this issue as soon as possible. Not many among us have this problem but still, cutting out a portion of people due to a lack of benchmarking is really a shame.
EDIT: Wrong screenshot

Origin is not saved in registry so I tried these :
1. Note the directory where "Origin" is installed -e.g. C:\programfiles\Origin
2. Go to https://www.regfiles.net/ and search for "Origin"
3. Then, on the left "Customize this registry" sidebar, change "Windows version" to "64 Bit Windows 10/8.1/8/7/Vista/XP" and enter the "Origin" directory in the "Path"- e,g, C:\programfiles\Origin
4. download and save the registry in origin folder
5. Install-
6. do the same steps 1-6 for the APEX game foler- e.g. C:\programfiles\Origin\Apex
7. download and save the registry in apex folder
8. Install
It worked for me, I hope it works with you
