Apex legends cant apply fullscreen

Okay so this is really annoying. When i opened apex legends today for some reason it automatically was on windowed by default (????) I went into the settings to change to fullscreen but the apply button was hidden behind my taskbar... Help immediately

Not only that it isn't applying true fullscreen when it says it is, you can tell because of the extremely high input latency.
