Just recently bought a pc less than 1-2 months ago and its a higher end pc. Downloaded multiple games and only have had issues with two. One being Apex Legends and the other being Rocket League. They both stutter hard when playing making the game unplayable and I've tried so many different fixes and nothing has been successful and I'm willing to try and do anything just to get it fixed (For Apex of course). I use the Steam launcher normally but I've also tried using Origin and that doesn't work either.
Fixes I've Tried:
Reinstalling Game
Deleting Easy Anti Cheat And Repairing Game
Updating GPU Drivers (Launching Game From GeForce Experience)
Updating CPU Drivers
Disabling Start Up Programs
Changed Multiple Nvidia Settings In The Control Panel
Changing In Game Settings
Running The Game Through Origin

Many other videos have been seen and watched and followed but I cant find the links to them because they were all posted through different forum threads
When the game stutters my FPS is stable and so is my ping. Ran multiple tests for the CPU and GPU while the game was running and it doesn't seem to go above any normal usage. Had friends look over it and they said everything is running fine on my side and said its most likely something on the game side of things.

Any help would be appreciated, love this game to death and I just want to be able to play it again. (Kind of the whole reason I got this PC was to move away from Console)

Unfortunately I do not have any spare parts or the money to change over parts to see if that would work. But I have been over every single part to make sure they are all working properly and they are performing very well. I sat down with someone who works with building/fixing computers and ran multiple programs stress testing and working every part to see if any parts were faulty and it all came back telling us that nothing is wrong.
I have had all programs stopped on start up plus turned all lighting off and that hasn't worked at all.
Cooling is sitting at really low temps while running highly demanding games/programs so its not that either.
All games are installed on the SSD, only put stuff like documents and pictures/videos on my HDD.
I haven't pulled any ram sticks out because I do not know how to take it out let alone put them back in. Or know which slots certain ones go back in. (Not a computer tech person)
