.NET Framework is up to date.
I've tried switching language to Polish. Didn't help.
I'm going to try installing Origin and Apex Legends on my C:\ drive -- it's an SSD and space is tight, so I typically install everything to D:\ -- and if will try disabling Windows fullscreen optimization after installation is finished. Will let you know the results.

I've tried Fortnite, Artifact, and a few other games, and they are running without problems.
GPU scaling in the AMD settings didn't help.
I've been through the driver installation process with DDU multiple times already, but I did it again just to be sure. Still getting the same black screen.

Update: disabling services in the system configuration had no effect.

I tried another delete and reinstall for Apex Legends, and the game launched. I was able to play for about an hour with no issues, but after closing it I am back to getting the black screen again. I didn't touch anything else on the computer in between, so I don't know what could have caused it to revert. I'm going to delete and install again to see if I can replicate this.

Interestingly, deleting and reinstalling did get the game working again. Haven't experienced the black screen again yet.

I have same problem, game run on windowed mode on first launch but the black screen happen when i change to fullscreen.
Edit: I found a solution to fix that but can play in windowed mode only.
On origin game library > apex legend > settings (apex legends setting) > repair.
So the game setting will reset.
