If it sit completely still, whether in the fort or in a javelin, the game seems to be just fine. But as soon as I try to move, it stutters to the point of being completely unplayable. I just re-installed this game after over a year of not touching it, and I don't remember having this issue before.
My setup is plenty enough to run it: Ryzen 5900x, rtx 2080, 32 gb ram.

Sounds like you're affected by the 100% CPU bug potentially. That's the only thing I can think of that'd bog a PC like that down enough to be completely unplayable.
As a test, since it often fixes itself after a mission is launched, use the shortcut [R] to start a mission and see if the same occurs in mission as well.

I had the same thought and did that, unfortunately it still persists. Seems perfectly fine when in menus and standing still, but the moment I hit a movement key it's stuttering and freezing.

Also, when I check, my CPU usage is only at 50%, but i get the same effect I see other people get when it's at 100%

I've attempted capping the FPS, reinstalling entirely, uninstalling GeForce Experience, playing with and without Vsync, and absolutely nothing works. I haven't touched this game in like a year and that was before a RAM and CPU upgrade. This is infuriating.

Also just tried installing it on an SSD with no change. Messed with every setting I could, same thing.
