After recent update, high packet loss on Singapore servers [ Edited ]

After the newest patch I'm experiencing troublesome packet losses 20-30 on every matches. I play on singapore servers, live in India, get almost 70-120ms ping. From yesterday ping just jumps upto 200 ms and packet loss goes upto 30 sometimes spikes upto 60, this makes the game unplayable.

I'm using cat6 cables to connect pc and router.

And yeah, I've tried every methods from basic to advanced connectivity troubleshooting and blah blah. ISP says it's game server problem as no other game having these issues on Singapore servers.
