From what I can see, the game registers the LAST LAP from the 1st checkpoint to the Finishing Line, not from the starting line to the finishing line. So, on the FINAL LAP, if you start to overtake at the starting line instead of the 1st checkpoint, the game don't register you at the last place.

So, Start the overtake after the 1st checkpoint. Hope it helps
