Account not Syncing

I have my EA account linked to both my XBOX Live account and my steam account. I played on XBOX a while ago and I've decided to try it on PC but none of my progress has carried over. I don't have any of what's on my xbox.

I'm sorry to say but your progress doesn't carry over, cross progression is not available with Apex I'm afraid.

You have to start fresh even with the same account if you play on a different platform. Even if you switch to a different Xbox account progression won't be saved.
