Holly *, run as administrator fixed that for me That's hilarious, where is the logic... Apex could create some kind of file without this privileges or access something?

Sorry for spamming, but the last update - I broke it again by trying to install latest version. I've tried to upgrade to 445.75 and it didn't work so I've rolled back again to 440.97 and run it as administrator doesn't work anymore

So manual driver uninstallation helped. Just go to Start -> Device Manager -> Display adapters and find your graphics card, then uninstall the driver and install the one which works fine with Apex.

And it broke yet again over nothing and manual driver re-installation doesn't help anymore.
