299 FPS cap instead of 300 FPS cap 13900K 4080 32 GB B-Die RAM

My setup:

13900K ( HT enabled)
32 GB B-Die RAM
Geforce 4080
1080P

My game stays on 299 all the time with almost no Dips. ( with HT enabled or disabled) The weird thing is that the max fps is 299. ( 5 % it goes to 300)
When I watch streamers with a high end AMD CPU the max fps is 300 all the time. It never drops to 299.

Anyone knows why this is? I know its just 1 fps but I find it strange.
