Rig: I7-8700K, 32GB DDR4 @3200Mhz, 3x240GB Raid0 SSD, EVGA RTX2080, and a lot of extra.
pre-patch I had lowest 60-70fps, average 90, max/fast around 110-150fps.
After patch I get 70-80fps average, 100-105 highest fps.
Something went wrong with this patch. Nothing else I've changed, all config, driver, windows, etc. is the same, only game patch occurred.
It plays significantly less smoother. I have future frame settings on (fives me a lot of extra fps, and the game is very smooth with it, so I won't turn it off, don't even suggest ).

Yesterday I've played around with the graphics quality in game.
When I took everything -almost- down to low, effect quality, mesh quality, light quality, I didn't get almost no fps boost. My highest went up to 110fps, vs pre-patch the 160-170fps.
When I put everything to ultra (except ground clutters on low) I barely lost any fps, maybe my average or lowest fps went down like 10fps.
Something happened with the average and high fps with the patch.
Average is around 60-70 now vs. my 80-90.
My highest fps is 110fps vs 150-160fps prepatch.
Something is bugged for sure.

I am having the same issue using Ryzen 5 3600, RTX 2070 Super and 16GB of RAM, same fps on ultra and low, did u fix this issue ?

My issue was resolved by replaced my 1080ti with a 2080ti my video card was faulty at purchase
