Could you post your Computer's DxDiag?
To gather a DxDiag on your computer, please follow the steps here: http://answers.ea.com/t5/The-Sims-3/HOW-TO-DxDiag-for-Sims-3-PC-Only/td-p/1049584/
Please undo DEP. Reset it to default. It's no longet necessary and can cause instability to other programs on your computer.

Which expansion packs do you have ?
Your CPU and graphics cards are both a bit on the low side. Also you only have a 32 bit Operating system and because of this you can only use 2 GB of RAM for the Game.
