sims 4 animal pack not working

i have the animals, cats and dogs pack on sims 4, i made sure i had it and now i cant get pets, only the furniture.How do i get the cats and dogs to work??

You create them in CAS, Adopt them or go out and meet them in Brindleton Bay.
