I just bought 1000 SimPoints to purchase items that total 994, but it keeps telling me that I don't have enough. I've left the page and gone back, refreshed, refreshed my origin account, but nothing works.

try log out of everything completely then log back in after that if it doesn't work contact support

Waiting for 24 hours after purchasing may solve the problem. If still it's not working, contact EA just like @rumbutter said.

Have you checked to see if the amount was debited? Some people have trouble with some banking institutions. If this continues to be a problem try prepaid cards. I have seen them.
