prisoners using cell's the opposite way

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? Newest
What expansions, game packs, and stuff packs do you have installed? All.
Steps: How can we find the bug ourselves? Get a Detective Sim, and have the go to the prisoner section and the prisoners will be on the opposite side of the cell and no animations occur.
What happens when the bug occurs? I cant do anything with the sims.
What do you expect to see? The NPC's be in the cell, and come out when they are asked.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

My prisoner sims are stuck on the wrong side of the cell so every option is reversed. So if I were to take a prisoner out, they would actually go in and vice versa.

Hello, have you tried this without mods? There seams to be an issue with prisoners not being able to leave the cell, but I have never experienced your bug.

I removed my mods and it still happens, is it maybe because i'm using a pre-made save?

Try to repair your game after removing your mods. Also, does this occur on a mod free save?

When you say “pre-made save” does it have a custom built police station, and whoever built it put all the cell doors the wrong way round? You’d need to fix that manually.
