This issue seems to be fixed now. I just started the Plant-A-Sim scenario and did NOT get the TitleTitleTitleTitle popup. It was a constant problem for me with new scenarios but one of the recent updates seems to have fixed it, probably the update from Aug 30, 2022. I've started and played several new scenarios recently without encountering it.
