my sim cant use her phone it wont let em chat or invite over and i cleared all my cache and everything i have found and it wont stop

Did you install any mods?
For me it was CallAnytime which I got from ModTheSims by scumbumbo that led to this bug.

After I took this mod out of my Mod folder, the phone worked perfectly fine again.

Edit: I just checked, there seems to be a version of the mod where this issue is fixed. Check for updates to your CC and Mods in case you have any.
