flickering blue circle instead of family photo (see image)

Hello im having issues with my game after the sims 4 update. i can no longer load families or start new games. when i try to load a family i get this image along with a looped loading circle where the families picture should be.i haven't experienced this before the 1.47....update

I have:

reinstalled my game

updated script mods (and removed old mods)

removed mods (completely from the game files)

updated my PC's drivers

can someone please help me?
