@HawkMan1156 The file mentioned is part of the 2013 VC++ runtimes. It's best to uninstall your current version(s) and install new copies from Microsoft. Hit Windows key-i, select Apps, scroll down to Microsoft Visual C++ 2013 Redistributable, click on both the x86 and x64 entries if you have them, and select Uninstall. You can download new ones here:
https://www.microsoft.com/en-us/download/details.aspx?id=40784
Be sure to install both the x86 and x64 versions, but you can skip the _arm version, which is for a different class of device.
It's also a good idea to do a clean uninstall and reinstall of Origin, given that your dxdiag lists a number of Origin errors. Clear Origin's cache, then uninstall it "the hard way"; this shouldn't affect your installed games.

Download the full installer, not the usual ThinSetup, and run it as an admin: right-click on the installer and select "Run as administrator."

Once it's installed, run Origin as an admin as well.

@HawkMan1156 I've moved your post to the Sims 4 PC tech section.
Please take a screenshot of the error you're seeing. You can do so by hitting Windows key-shift-S and dragging your cursor over the section of screen you want to capture. Then click on the notification in the lower right corner, or if you don't see one, open Paint and crtl-V to paste the screenshot. You can attach the file to a post.
Please run a dxdiag and attach it as well.
