@Navigrl Yes, that's exactly what it means. A code can only ever be registered to one account, even by the original owner of the content. You won't be able to use these packs unless you find the old account.
To that end, try entering any email address you still have access to on an EA site and clicking "Forgot your password?" If the address is attached to an EA account, it should receive a password-recovery email. Be sure to check the spam folder as well as the inbox.

@Navigrl What happens when you try to install the content? Some errors can be fixed. And let me know whether you want Sims 3 Store content, as in, the items EA made, or Exchange items, as in, uploads from other users. Store content is encrypted, but user content is not, meaning you could download the latter from one account and install it using another.

@puzzlezaddictIt just says I have to register my sims game to my account if I want to download stuff. I don’t know what the serial code is or if I even have one

@Navigrl Are you signing into the Store site with the same email address and password you use to sign into your EA account? The Store should recognize you own the game in that account.
If you're not sure what to do here, please let me know whether your computer runs Windows or macOS and how you installed the game (EA App, Origin, disc, Steam, something else). If you installed through the EA App or Origin, please also let me know whether that was with the same account where you recently bought the game, and if so, whether you're also signing into the Store with that account.

@Navigrl Please load the Store site, click My Page, and scroll down a bit to where the page shows what content you own. Please take a screenshot of that. As an example:
That arrow points to the base game, but I'd like to see everything.
Please also post a screenshot of the error message you see when trying to install the content, for reference.
