cant interact with any sims except my own

I just re-installed the game on a new flashdrive because it wasn't working on my last external drive. Now its starting up fine, and everythings working except some of the textures are glitching and I can't interact with any sims but the one I'm playing as, UNLESS its an introduction.

i tried clearing my cache but i literally do not have a cache folder in my game files. i tried searching for it in the files as well, not there.  

i have no mods installed. im on windows 10, and already tried some of the solutions listed in a similar question. nothing worked

I don't really recommend playing from an external drive so maybe that has something to do with the issue.

Have you tried repairing your game yet by right-clicking on the game in Origin ? The texture issue is usually solved by that.

If that doesn't work, I would consider moving the game to an internal disc. Origin has a move option so you can just move the game to a different location. Also right click on the game for that.
