can not try for baby

So, I have a problem. I can't get my sims to try for a baby or to propose. This isn't just one or two sims. It is every sim in my game. I've turned the game all the way off and I've tried with other sims. I found somewhere that you should break the sims up then try again but I could never get their romance bar back up and it's with every sim. They can woohoo just fine. I can click on the options but once my sims get close they close out of the request and don't to it. This is becoming so frustrating. Please help.

these kind of errors are most often mods/cc related.

If you're using any, please remove them and try again.
