When I start up the game and load the sim I created when I first got the game there was never any option to create a house or any other sims after that. I'm stuck with one sim in one neighborhood and I can't figure out how to fix this.

Go to edit town. There you should be able to create another Sim (or more than one). After you're done, that Sim is saved to the library in edit town. You can just place them in the same household afterwards and they'll be merged.

that's the problem, there is no edit town option. when i start the game i start in midnight bay and i am not allowed to do anything other than interact using my only created sim.

No edit town in your options menu ?

What version are u playing the sims on one of the consoles or pc.

xbox 360. just the sims 3 basic game. i got it used but i've never had a problem when i bought the sims 2 used.
