Why is this specific sim bald?

I created this sim this month and i've played him multiple times but all of a sudden he went bald? the initial hair was CC but i changed it to game hair and it still wont show up. he has hair in CAS and household previews and that specific hair works fine on any other sim. i've restarted the game about 5 times, repaired it from origin, killed this sim then restarted him from my library and the issue wont go. it's been two days now.
