Whims Not Appearing When Starting New Game

How often does the bug occur? Every time (100%)
What expansions, game packs, and stuff packs do you have installed? Outdoor Retreat, Get to Work, Perfect Patio Stuff, Dine Out, Backyard Stuff, City Living
Steps: How can we find the bug ourselves? By starting a new game
What happens when the bug occurs? Only left (emotional) whim (no whim if sim has "FINE" emotion) appears when starting a new game
What do you expect to see? All three whims appearing when starting a new game
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. After November 2017 patch (Cats and Dogs)

After removing all mods and cc from my "Mods" folder, bug still occurs.

How long did you play after starting a new game ?

For me I didn't have any at start but they appeared as soon as my Sim had the first mood change.

are you still having issues with this ? For me they appear pretty quick so I would consider this a non-issue.
