Where are the caterers (chefs)??

Hello,

Has the hire chef/caterers option been removed?? I tried using the phone to hire service and its not there, also tried clicking or selecting the stove and refrigerator and the options does not appear either.

NO CC/MOD, already created two games in different towns and lots, remove/replace stove/refrigerator and still not option.

It's currently bugged.
