I previously owned both Perfect Patio and for some reason it was still in cart after purchase. When I bought Tiny Living it then paid for both despite my ownership of PP. Is there anyway to get a refund or any way to resolve the Issue.

You can try but because it's a game pack it may not work. However, you need to contact EA Support directly about account and refund enquiries.
