Unable to open cheat console/cheat box

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.59.73.1020
What expansions, game packs, and stuff packs do you have installed? All expansions, strangerville, jungle adventure, parenthood, dine out, outdoor retreat, laundry day, vintage glamour, kids room, romantic garden, movie hangout, spooky, and perfect patio.
Steps: How can we find the bug ourselves? CTRL+SHIFT+C does not bring up cheat box in current saves/new saves/during game play and build/buy mode.
What happens when the bug occurs? Cheat box does not appear at the top as it should.
What do you expect to see? I expect that the cheat box should appear after I use CTRL+SHIFT+C
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I am not sure if this issue occurred after I installed university and island living (most recent purchase) or after installing current windows update and Windows 10, version 1909.

Current troubleshooting applied:

• Restarting computer
• Restarting game
• Game Repair
• Uninstalling and Reinstalling game
• New/Fresh file
• Deleting cache
• Using right side CTRL+SHIFT combo (frequent use of left side ctrl+shift for other games)
• No mods/cc used ever

Specs:

• Windows 10, 1909
• Intel Core i3-6300 3.80GHz
• RAM:16GB
• Radeon RX 480, v.19.12.3

Just updating as to why CTRL+SHIFT+C did not work previously and is working now - AMD rolled out an update that has hotkey features for recording which had CTRL+SHIFT+C as a toggle camera as default (I do not use this to record any game play).

My solution was to go to settings (cog wheel, top right) > hot keys > scroll to recording hotkeys > click box and delete to disable key binding.
