I don't believe there's any new suggestions to that other than reinstalling Windows.
If you exhaused all the suggested posted already somewhere on this forum.

Have you tried manually uninstalling and reinstalling? The instructions are here - http://answers.ea.com/t5/The-Sims-4/FAQ-Manually-uninstalling-The-Sims-4/td-p/3447927
You could also try downloading the game through Origin and installing that way.

The link you sent me says Invalid permissions or something, acts like I'm not logged in. I don't mind trying different things, but I don't think I can justify reformatting simply for one game, when I have over 60 games on my hard drive aside from this.

Hey,
you have done alot I see, but not the most simplest, the fix is ;
1- go to your Task Manager ( Windows 8 = Windows Key + Q )
2- search for Sims4 or anything related to it *(esn launchers)* and right click on it and click on " End Task " from the Pop up Menu shown
3- Click on your Desktop ( close all windows , THAT MEANS EVERY SINGLE THING YOU GOT , and right click on a space, and choose refresh and refresh it 5 times.
4- log out of your account on origin client
5- go to your task manager and make sure origin client is FULLY closed !
6- refresh your PC again ( go to the desktop, and right click on a space, and choose refresh and refresh it 5 times. )
7- open the origin client as an Administrator ( excecute/open the Application as an Administrator )
8- Enjoy playing !

oh and i forgot to mension, If you got norton security ( then de-activate the anti virus , and de-activate the firewall cause it might be the software of security blocking it from opening, i had that problem in fifa 14 on pc and thats how i fixed it
