The Sims 4: My adult sim cannot grow up

My sim is a young adult. He is now old enough to grow up and change his age group to adult. I made the cake, put the candles etc, but all aging buttons ("blow the candles" etc) are greyed out with a notice that my sim cannot change his age group now. Why? He's a male, so he's not pregnant. My game is updated. All other sims on the lot can grow up using the cake, only this one is bugged.

if you use the cheat cas.fulleditmode on you can go in to CAS and change their age that way then buy a homework book (if they need one) in bulid and buy.

If his Sim still hasn't grown up since 2016 when the question was originally posted, OP def has some software issues.
