The Sims 3 doesn't launch [ Edited ]

Today, ı downloaded The Sims 3 basic game with University Life and Seasons packs. I wanted to play but the game didn't launch. Even game's opening screen doesn't open. What can ı do?

@Chibi04anime  If the Sims 3 launcher (the one with the welcome screen and Play button) doesn't appear, please manually install DirectX 9, as described here:

If the launcher opens but pressing Play doesn't make the game start, and your computer has a 12th- or 13th-gen Intel processor, please see the accepted solution of this thread:
