Stairs go way into ground when placing stairs near foundations [ Edited ]

This has been an issue ever since the November 2018 update came through with the terrain editing. I think terrain editing is great, but for some reason when I have an area within a foundation with the floor removed to the ground is exposed, when trying to place stairs from the house to a room like this, the stairs go all the way into the ground and do not stop at the normal ground level. I think the picture is pretty self-explainatory. This happens 100% of the time.

This sounds like a bug. Could you open a new post in the bug forum for this?

I think it may already have been reported but as buy/build can be very subtly different because of a certain factor and that's not my field of expertise, I'm going to leave it to BryonyRae to answer. Might be a few days, she's really busy with RL right now.
