You have 2 years old graphics drivers. Look for a new one

https://downloadcenter.intel.com/
You have a little bit too small RAM memory. Theoretically, this should be enough, but it is not true and if you will play the game it will be laggy. But it should not prevent TS4 launch. But to be on the safe side turn off all programs what you know are running in the background what can "eat" RAM memory.
You have problems with Windows system but I don't think it is the reason, but download this free tool and fix with it your broken Windows file
https://www.exefiles.com/en/exe/logonui-exe/
I understand that you have renamed your game folders in Documents to "The Sims4 old " so that game isn't trying to launch old saves and whole old The sims4 folder.
I'm not sure you have done it - sorry - but if you have done it the game with a new graphics drivers SHOULD turn on.

Step 1. Rename The Sims4 folder to "The Sims4 old"
Step 2. Fix the game in Origin
Origin/Library - right-click on TS4 - option "Repair game"
You have to wait until Origin will fix all packs, not only the base game.
Step 3. Turn on the game - a new game folder will be created and you will have two - one old, one new
Step 4. Check if you still have this problem in the newly created game folder. Start a new game with the random sim and play for 10 minutes.
If the problem disappeared
Step 5. Delete in the new game folder following folders:
"saves" and Tray.
Step 6. Go to "The Sims 4 old" folder and copy - your "saves " folder.
Step. 7, Paste this folder in a newly created game folder.
Step 8. Do the same with Tray folder and TrayDeleteItems file
Step 9. Check if there are newly updated version mods you are using.
Then copy and paste your mods and CC from old mods folder to the new one. First copy the scripts mods every time checking if the game is working properly. If you have a lot of CC try 50/50 method ( divide your CC into smaller batches for example 50 pieces in one subfolder and check these subfolders one by one)
Step. 10. If all is OK - delete The Sims4 old folder. Now you will have only one game folder working properly.

Reinstalling the game and Origin have nothing to do with your current game folder. Installation files of the game are in Program Files folder when your current game folder is in Documents.
So you should be following my instruction.
If you think that is only the mods problem and files of the game was not damaged there is another way.
Move the mods folder to the desktop.
Delete localthumbcache.package file in the game - important!
Fix the game in Origin.
Origin/Library - right-click on TS4 - option "Repair game"
You have to wait until Origin will fix all packs, not only the base game.
Turn on the game to create a new, empty mods folder and check if a game is working now without mods and CC.
Check if there are new updated versions of the mods and CC you are using.
Then copy from desktop your mods and CC and paste it in the new mods folder. First, paste script mods one by one every time checking if the game is OK. Do the same with CC but if you have a lot of this, try the 50/50 method. ( divide your CC into smaller batches for example 50 pieces in one subfolder and check these subfolders one by one)
You need to find a culprit and either remove it or replace it with an updated version

Burning a computer is against environmental laws so maybe first try to launch the game in windowed mode.

I understand that you made all the steps from this post above and created a new clean game folder
https://answers.ea.com/t5/Technical-Issues-PC/Sims4-pc-problem/m-p/8006061#M145347

If you did it and it did not help, it's the fault of your computer.

Could you post your Computer's DxDiag?
To gather a DxDiag on your computer, please follow the steps here: https://help.ea.com/en-us/help/pc/how-to-gather-dxdiag-information/
