you can change this in your options.ini file.
The file can be found here: documents\electronicarts\thesims\ and is called options or options.ini. Open the file in a text editor and search for fullscreen
Change the value to 1. Then restart the game. That should start the game in fullscreen.
You could also just delete the file but that resets all the settings and you will need to redo them.

I went ahead and tested this and it does work, but I also got it to work myself a few times by maximizing the window by right clicking the top bar of it. Loaded up just fine then as well.
