Sims 4 won't let me enable mods at startup??

Help my sims 4 won't let me enable mods at startuup  even though I've clicked for it to show them at startup and checked for mods to enable in game after restarting it

to be sure I understand you right: You enable the mods in your options and the next time you start the game, they're disabled again ?

I found a solution to this but now I'm afraid someones hacked into my account again. I'm still unable to get ahold of an early rep but it keeps saying there's already someone else on my account and so it puts me in offline mode and it won't send me any emails from orgin. I'm scared.
