Standard advice in such cases is to delete all cache folders from the game folder plus localthumbcache.package file

and fixing the game in Origin.
Origin/Library - right click on TS4 - option "Repair game"
You have to wait until Origin will fix all packs, not only the base game.
However, I think the problem is related to your system

By the way, you can also check whether your system has any problems that may not have been shown in DxDiag

Have you installed recently some new programs or applications? Some such programs may conflict with the game. Close all programs - especially graphics that go in the background when you play.
The last often overlooked cause is overheating the computer, which wasn't cleaning for a long time

EDIT - IMPORTANT!!!
Thanks to crinrict I have got information that there are crashes related to this GeForce driver. In such a case remove the Driver using DDU (Display Driver Uninstaller) https://www.guru3d.com/files-details/display-driver-uninstaller-download.html
Then download and install the latest version. Don't forget restart computer after installing the new Driver!

I have tried everything in your post except downgrade to previous version of graphics card driver. I will try that first

These case like yours was also reported on Net Tech Microsoft but all the advice that was there was already used by me.
You can try to reinstall the game also but I don't think it will be a big help
There are the recommendations that I have collected from other helpers after showing them your case - who are better than me - like @jpkarlsen and @BlackJackWidow
Make sure Origin and TS4 you are running "as administrator", and both exe are added to firewall and antivirus lists.
The dxdiag shows an error with Microsoft Edge as well so maybe you should change the default browser to Chrome to check it.
Maybe you have also Nahimic program installed? If so uninstall it.

@irukanjivenom Did the game ever run correctly? Does the game crash to desktop? Does the game crash cause the computer to shut down? Have you check the temperature of the computer? Are all the fans working correctly and at the correct speed? Just for kicks - did you try a HDMI cable? Are you using a video conversion cable?
