Sims 4 not letting me turn on custom content

After the recent update, I had to turn my custom content back on as usual. After I had restarted the game it says that mods are still disabled, and this problem just keeps repeating.

I have deleted all my custom content, and downloaded one item from a trusted site, and still no results.

HELP PLEASEE

@alastairbrash  Please go into Documents\Electronic Arts\The Sims 4 and delete options.ini.  You'll have to redo your settings, but hopefully they'll stick this time.
