Sims 4 download expansion pack issue

I have Sims 4 which I downloaded through Origin, I want to download a game pack (Dine out), every time I go to purchase the pack it says I don't have the base game which I clearly do!! I have updated,repaired and even unistalled and re-installed and nothing seems to work!!  I dot want to go out and buy the game in disk form just in case It wont download!!!

Any help I can get would be gratefully appreciated

Are you sure you're using the account you have the base game on to purchase the Dine out game pack?

Did the purchase go through at least once?
