Sims 4 blocks Origin In-Game, despite restricted Access mode being off

I'm having an issue where upon opening Sims 4, Origin in-game, is blocked by the application, despite Origin in-game being needed to download content from the Sims 4 store. And It's really bothering me. 

Restricted access mode is turned off, it has never been enabled on my account or PC. Origin In-Game is enabled, and works fine in other games.

Whenever I launch Sims 4, it auto disables In-game, and completely blocks it, and I can't figure out why. 

I'd really like to download content in Sims 4, but as of yet, I'm completely blocked from it, and it's killing my urge to play the game because it annoys me.

Attached are images as the settings are displayed in my origin client.

Origin in game does not have influence on downloading things from the Gallery.
