No, sorry for not pointing it out, uninstall .NET Framework 3 by unchecking it

I had similar problem - the only difference was in "Signature 9" where I had DllNotFoundException. In my case helped installation of the DirectX 9.0c Redistributable: (http://www.microsoft.com/en-us/download/details.aspx?id=35).
