@darth_pink_22 You'll probably need to use live chat rather than email. Try this link:
Make sure you're signed into an EA site (this one is fine) in the browser window before clicking the link. The option for live chat should show up under the email form.

I have downloaded world hidden springs and monte vista but I couldn't install to my PC.
I try to move the existing "The Sims 3" to the desktop. the new world folder shown in the launcher but still couldn't be installed.
when I click the install button on the launcher, there is a black dialog box appear for a second and then disappear.
is there any other way to install? I try to restart my PC as well but the issue remains. please help!

@puzzlezaddictI am also experienceing pretty much the same problem as darth pink. I bought roaring heights, used my code and have no download link. the world isn't in my purchase history or my downloads dashboard. I have had an open case on email where I have been talking to a different adviser every day for about a week now and just keep getting asked the same questions over and over. I tried clicking the link you mentioned but there is no link to open live chat - just email.
EDIT : i had to go to "request refund" to be able to open a chat. lets see how it goes.....
EDIT 2 : Have waited 3 hours and no response to my chat request. I did however recieve yet another email asking me for the 3rd or 4th time wether I checked my purchase email for a code. ( Just reporting how things are going for me for the benefit of anyone else reading who's facing the same problem. I realise you guys don't work for EA )
EDIT 3 : Around 6 hours after trying to open a live chat and recieving yet another email - this time telling me to open a live chat. My original live chat request is still unanswered and I can't open another because it says it's unavailable. ( This is 6 days and 15 email messages after first contacting EA.) I gave up and filed for a refund through paypal.

@addetyas Can you install other Store items through the launcher? Riverview is free, as are some other items, if you don't own anything else to test with. I'd like to know whether this is an issue with installing Sims3Packs overall or just these worlds.
Additionally, if your computer has a 12th- or 13th-gen Intel processor and you've applied the Task Manager or PowerShell workaround, you'll also need to use it when trying to install through the launcher; the Lazy Duchess patch does not need to be reapplied.
@Saffiredragon If you filed a chargeback with PayPal, please rescind it as soon as possible. EA can and will ban your entire account for this—you're basically saying the charge is fraudulent and that the company is scamming you. However you feel about that, chargebacks get people banned all the time.
I've never had to wait more than a few minutes for live chat. The fact that yours was left hanging suggests it might be a browser issue, so try a different one or a different device.

I have tried on 3 browsers. the attempt that was left hanging was the one and only time I even got live chat as an option. I've been trying to open another all day since 9 am. It's now 5pm and I'm still getting the same thing on all 3 browsers. "Help options are unavailable" or " "We're sorry, chat is not available right now..Please try another help option". I've even tried phoneing the number that was given on paypal to contact EA and I got " this call cannot be completed as dialed". I have 15 "cases" (messages ) open right now and just keep getting asked the same questions. I have cleared all caches/histories. Nothing is working.
Not sure I'll be able to rescind the chargeback as it was instant.
EDIT: sorted with paypal - funds sent back to EA. Now I just just gotta hope it can get sorted so i get my content ( not holding my breath though - now it's telling me e-mail help is unavailable )
EDIT 2 : I finally managed to get through to a live chat using a different method given by a rep on my latest email message. It was at about 6am so maybe busy servers were the problem. Anyways. Problem solved now.

I am using an intel i5-4200U CPU @ 1.60GHz (64bit) 4GB RAM
maybe it is the PC? It's old

@addetyas Your laptop is definitely old, but that doesn't mean explain why worlds won't install. Does any Store content install? There are a few free holiday-themed sets you could try. I'm curious whether the problem is the size of the worlds or the installer itself.
If even a small item won't install, please create a new admin Windows account on your computer and try installing Store content there. Make the account local, as in, don't link it to Microsoft. You'll be able to launch Sims 3 without reinstalling anything, although you'll need to redownload the Store items you're testing with.

Yes I cannot install other store items as well.
There's might be some issues with my laptop, as I tried to install on another PC and it worked.

@addetyas Does the Store content install on another Windows account on this same computer? This would help distinguish between a problem with your current user accout and a wider system issue.

I am not sure which computer that you are pointing.
I couldn't create another windows account in my old laptop. It's another issue with the windows, I think.
So I gave up to install the store content to this laptop and use another laptop instead.
The store content install on another (newer) laptop anyway
