Sims 3 Camera Isn't Working In The Sims 4... [ Edited ]

Hey everyone I'm sorry to ask a question that many have probably asked already, but I am at a loss as of what to do. I have done just about everything in my power to fix the issue, but the sims 3 camera still isn't working. I have repaired the game, I have changed the settings (changed the windowed screen to fullscreen and turned off sims 3 camera and turned it back on) repeatedly to see if that would kick start it, but it did not and I have removed my whole sims 4 file to the desktop and restarted the whole game and the camera isn't working with a whole new sims 4 folder- and before you ask yes, I have switched on the sims 3 camera on in the new game.

Am I just not doing something right, or what because I'm getting very frustrated because I love the sims 3 camera and I'd hate not to be able to use it ever again I mainly want the opinion to be able to tilt and turn the camera with the scroll button.
