Sim can't load laundry unless hemper/laundry is on the same floor

I set up laundry room in the basement. Using straight up ladder (not the bulky staircase). I have hempers in the bedrooms on ground level. When I try to get a sim to do laundry by clicking on hemper, he/she won't load the washer. Instead, he/she just drops the laundry taken from hemper on the ground.
