Sim Relationships Never Turn to "Disliked"

I'm having a problem with my sim relationships. Whenever my sims have a red relationship bar with other sims, their relationship stays on "Acquaintances" and never register as "Disliked." As a result, aspirations such as the first level of "Chief of Mischief," which needs a sim to be disliked by two sims, never get fulfilled. I've never used any mods. Any help would be much appreciated!

just to be sure: Does no mod include no cc as well ?

Did you try moving your Sims out and back in ? Does it never register or did you try if it has a delay and you need to travel first ?

Has this happened to multiple Sims or just one ?
