SIMS 4 update redownloads the entire game

The new Sims Update (8/18) is forcing me to downlaod the entire 14GB of game and every pack to update the game... when it's already on my pc...

It sound like you by mistake chose Repair instead of update. Doing the Update does not redownload the entire game.
