Without getting into too-advanced stuff, can you try running ccleaner as described here, then restart with a Clean Boot and see if the issue persists.

@chiuup Can you run the System File Checker, in case there is something up with your core windows files.

If you haven't yet, it's also worth scanning for malware, just in case.

Checked, nothing is wrong with my system nor do I have malwares.

Maxis cant make a game that work anymore? Simcity take weeks to be ok, now this sims **bleep**?!
