Reporting 'Welcome Wagon' Bug

When I start a new sim family (typically with a single sim) Johnny Zest will come by before welcome wagon starts. One of my household sims will go and try to talk to him but as soon as that happens Welcome Wagon starts and created one sometimes two tasks that cannot be completed nor stopped. The task normally has no icon present but i still visible as an empty circle. The only way I can get this task to go away is to exit my household, pick a different one, exit out of that one, and then enter my original household. I turned off my mods and emptied the folder but the problems still continue. 

Does anyone else have this problem? Is this just a patch bug?
